Ladies and Gentlemen
Good afternoon and greetings to you all.

I stand here today humbled and with my heart full of warm feelings for the honour, privilege, and trust bestowed upon me to be the newly elected Mayor of the Township of Quatre Bornes.

At the outset, I would like to thank the Prime Minister, Dr the honourable Navinchandra Ramgoolam for having placed the trust in me to lead the stewardship of the Council.

My thanks also go to the Councillors, members of the Labour Party and the L'Alliance Sociale, to the two vice Prime Ministers Honorable Dr Rama Sithanen, Minister of Finance and Honorable Xavier Luc Duval, Minister of Tourism and son of Late Sir Gaetan Duval, and to Honorable Nita Deerpalsing for their unflinching support.

To be elected a Councillor, Deputy Mayor and Mayor of the Council in Quatre Bornes under the banner of the Lalliance Sociale and the Labour Party in particular is an acknowledgement of the total commitment to live and practice the ideals of the party that has its hook deeply embedded in the heart and souls of the people of this Country.

My vision which is the vision of the party I belong to is to ensure that there is a seamless development between the urban and peri-urban perimeter of the Township so that the divide gap that stares at us in terms of amenities and services are as thin as possible.

Of course the task is a challenging one and I pledge that I will do my utmost best to live up to the expectations of the Council and the citizens of the Municipal area.

I am aware and conscious that the task awaiting me will not be easy and it never has been.  However, I am confident that as a team and with the collaboration of my fellow councillors and the staff of the Municipality, we will overcome the hurdles.

The task is arduous for very many reasons.
This week the Vice Prime Minister and Minister of Finance, Honorable Dr Rama Sithanen priviledged us with the various obstacles that this country has faced during the last two years during the presentation of the 2010 budget that is going to be voted by the National Assembly in the weeks to come.

We have noted how the Minister of Finance steered the boat out of troubled waters amidst a world economy in a crippled state.

His relentless effort, dynamism and vision has not only restored economic health of this Country but has also charted a road map for shaping the recovery, consolidating progress and sustaining a green Mauritius out of the economic downturn.

This shows the extent up the fragile period we have gone through in the past 18 to 24 months, when the most powerful economies in the industrialized countries could not avert recession, massive lay off and a meltdown.  Had our economy not been resilient to the inevitable external factors impacting on us, decades of development would have melted away.  Future long term development plans would have become nightmarish dreams.

This brings me to reflect on the ceaseless crusade of the Prime Minister to plead and preach for hard-work, harmony and unity so that the process of modernisation is not halted.  Those of us who understand this philosophy will realize the breath of his intent for a prosperous Mauritius and the depth of his concern for the welfare of the population.

Our course of action in this Township is to ensure that we do not loose sight of the broaden vision for a prosperous Mauritius and yet meet the aspirations of our citizens in their day to day life of the Township.

To achieve this balance, development will need the collective dedicated effort of all the members of the team.  The structure of the Council is such that there are several commissions and each commission has a Councillor as Chairman.  It is the work of all the commissions toiling harmoniously that brings victory and win medals.

The challenges we face are real, they are many and they are problematic.  With every one task accomplished two new crop up. And everywhere to look, there is work to be done.  I am aware that La Ville des Fleurs has many expectations. And fleurir la ville des fleur is close to my heart.

We need to remind ourselves that just as civilizations are not built by one or two generations, likewise the fruits of development are reaped all along and not just during the one year mandate of a Mayorship.  It is compared to a relay race where each member does his best to outperform his predecessor that is the spirit with which we need to struggle for.   

There are many projects in the pipeline and our resources are not limitless.  For the financial year 2010, the amount voted for the Municipality is Rs 283,733,145.00 and the project costs are worth Rs 217 m

On my side, I will explore all possible avenues to mobilize additional resources to meet the challenges ahead including sponsorship from well-wishers operating in the Council area.  And of course we are fortunate to have the Vice Prime Minister and Minister of Tourism Honorable Xavier Luc Duval on whom we can trust for support together with the Minister of Environment, Honorable Lormesh Bundhoo.

The Township is growing at an unprecedented pace with the massive property development taking place in the Council area of Quatre Bornes especially extending in the Ebène area up to Réduit and towards Highlands.  This development will inevitably entail heavier demands on the Council for a host of expanded services.  All said and done we know that this Municipal area will be the envy of one and all.  My wish is that it does not stand out as a jewel in a crown but as many jewels studded in the Mauritius Crown.

We have to learn to cope with these demands.

One teething problem facing the residents is the time taken to move along the main road to and from Candos/ La Louise to St Jean.  Recently, the opening of a third lane in the morning peak time in the centre towards St Jean has brought some relief to users.  The planned enlargement of the Tulipes Avenue is going to further reduce the burden of the Traffic shortly.

And the Phoenix-Beau Songes link road underway will to a large extent render more fluid traffic in the La Louise area.

Climate change is also not sparing us of flash rains and floating in areas unanticipated.  We are observing that there are creeping demands for overcoming the accumulation of water in several localities making life uneasy for both pedestrians and movement of vehicles if not flooding in houses.

The Council will as a priority invest in cleaning, upgrading and creation of new drains and footpaths in localities vulnerable to the accumulation of rain water.  An amount of Rs 15.5 m has been earmarked in the calendar year 2010.  And also new roads will also be constructed.

I am fully aware of the need of the youth for leisure and creative activities to unleash their potential regionally and nationally.  The shining of our youth at the Olympic and Commonwealth games demonstrates what our youth are capable of and can achieve with proper investment and become the pride of the nation.

In this context, the Council has invested heavily in a sports complex in the Ebène area.  Construction of new gymnasium are planned in Sodnac and La Source and a stadium in Palma.

Under the sports Infrastructure Development Programme for 2010, lighting of football grounds construction of a cloakroom and toilet at Ebène ground, volleyball/pétanque pitch at other, resurfacing of La Source Football ground and fencing, gates and CCTV at Jean Roland Delaitre Sports Complex, thanks to the Minister of Tourism, are all planned for the upcoming year 2010.

The Food Court will no doubt become a reality, children playgrounds will be upgraded and a mixed use development at Newton Avenue will be undertaken at a project value of Rs 162 m.

The Capital expenditure Programme for 2010 is estimated at Rs 217 m.

The Council will also ensure that our senior citizens are partners in the welfare and quality  of life of our residents.  In this connection, the complex at Sodnac will be built to complement those at Marie Marot where our senior citizens can spend their leisure time peacefully and with safety.

Summing up all the projects may appear to be too many and too big plans and out of scale of our ambitions.  That may be true only if our memories are short.  For we are also aware that big things are not achieved by small minds and timid hearts.  And a legacy of an example in the building of post independent Mauritius by the father of the Nation, Sir Seewoosagur Ramgoolam.

To achieve these planned projects I will, true to my philosophy of life be a social worker 'par excellence' in contact with the residents of the Council area.  Be more around, take the pulse of the people, listen to their queries and pay a good attention to their demand.      

To conclude, I reiterate my request to my fellow Councillors, all the heads of departments, the administrative staff and the Ag Chief Executive to collaborate to make my Mayorship successful.  I must say that those who work together win together.  If in the past Leadership meant strength and muscles, Nowadays leadership means getting along with people.  I extend my hands to you my fellow Councillors and I assure you all that I will be a Mayor of proximity to you all.
